The High Potential Individual (HPI) visa is the UK's hidden gem. Launched in 2022, it lets you come to the UK without a sponsor, without a job offer, and without an endorsement, provided you've graduated from one of about 50 top-ranked global universities within the past five years. No employment cap, work for anyone, start a company, or change jobs freely.
The UK publishes a 'Global Universities List' each year, drawing on QS, Times Higher Education, and Academic Ranking of World Universities (ARWU). A degree counts if your university was in the top 50 of at least two of those three rankings in the year you graduated. The list shifts annually, your eligibility depends on the rankings at the time you finished your degree, not the current rankings.
Duration is 2 years for bachelor's and master's graduates, 3 years for PhD graduates. HPI cannot be extended, so it's strictly a runway to find longer-term status, typically Skilled Worker, Global Talent, or Innovator Founder. Many HPI holders use the time to interview, build a business, or accumulate UK experience for a future endorsement.
Is this visa for you?
A strong fit if youβ¦
- You graduated within the past 5 years from a university on the UK Global Universities List for your graduation year (most top-50 ranked global universities qualify).
- You want to work or job-hunt in the UK without a sponsor and without committing to a single employer.
- You're building a startup and want to test the UK market for 2-3 years before applying for Innovator Founder or Global Talent.
- You have a PhD from a top university and want 3 years of unsponsored UK work to test the academic or research market.
Look elsewhere if youβ¦
- You graduated more than 5 years ago. The recency window is strict, even by one day.
- Your university wasn't on the Global Universities List in your graduation year, even if it's highly ranked elsewhere. The list is narrower than you might expect, many strong universities aren't on it.
- You want to extend beyond 2-3 years. HPI is a single non-extendable grant; you must switch to another route before it expires.
Key requirements
- Degree from a top-50 globally ranked university on the UK government's approved list
- Degree awarded within the last 5 years
- No UK job offer required
- English language proficiency
Eligibility, in plain English
Top-50 global university graduate
Your degree must be from a university on the UK Home Office Global Universities List for the year you graduated. The list is published annually and covers universities in the top 50 of at least two of QS, Times Higher Education, and ARWU rankings. About 30-50 universities qualify each year, including most of the obvious names (Oxford, Cambridge, MIT, Stanford, Harvard, Tsinghua, NUS, ETH Zurich, EPFL, U Tokyo, etc.).
Eligible degree level
Bachelor's, master's, or PhD all qualify. Bachelor's and master's give 2 years of HPI; PhD gives 3 years. The degree must be the equivalent of a UK bachelor's or higher, diploma-only programmes don't qualify.
5-year recency window
The degree must have been awarded within the 5 years immediately before you apply. If your graduation date is more than 5 years and one day ago, you can't apply on HPI. This is a hard rule, not by exception.
Ecctis verification
You must obtain a verification document from Ecctis (formerly UK NARIC) confirming your degree was awarded by a qualifying institution at the right level. This is the proof the Home Office requires. Apply for the Ecctis statement before the visa application.
English language proficiency
CEFR B1 in all four skills. Most commonly evidenced by IELTS for UKVI or a degree taught in English (which most qualifying universities provide). Nationals of certain English-speaking countries are exempt.
Financial requirement
Β£1,270 of savings held for at least 28 consecutive days before applying. Same as Skilled Worker. For dependants, additional savings.
Not extendable, but switchable
HPI cannot be extended. Before it expires you must either leave the UK or switch to another visa category, typically Skilled Worker (if you've found a sponsored role), Global Talent (if you've built the endorsement record), Innovator Founder (if you're scaling a business), or other.
How the application actually goes
- 01
Check your university against the list for your graduation year
Pull the Home Office Global Universities List for the year you graduated. Confirm your university appears. If you graduated in 2022, use the 2022 list, not the current year.
Same day
- 02
Apply for Ecctis statement
Submit your degree certificate and transcripts to Ecctis (UK ENIC) for a 'Visas and Nationality' statement confirming the qualification and institution. Processing takes 5-15 working days; fee is Β£140-210.
2-3 weeks
- 03
Online visa application
Submit the UK visa application via the Home Office portal, upload the Ecctis statement, degree certificate, passport, and proof of funds. Pay visa fee and Immigration Health Surcharge.
1 week
- 04
Biometrics and document submission
Attend a visa application centre for biometrics and to submit any physical documents. UK passport holders and certain nationalities can use the smartphone ID Check app.
Same day
- 05
Home Office decision
Standard processing is 3 weeks from outside the UK. Priority service (Β£500) gets a decision in 5 working days; super-priority (Β£1,000) in 1 working day.

Common pitfalls
- Checking the current Global Universities List instead of the list for your graduation year. The list shifts annually, your university might be on the current list but not the year you graduated, or vice versa.
- Missing the 5-year recency window by months. The clock starts at degree award date. If you graduated 4 years and 11 months ago, apply now, by the time the visa is granted, you'll still be inside the window for your activities under HPI.
- Confusing UK ENIC/Ecctis with credential evaluation services for academic admissions. HPI requires a specific 'Visas and Nationality' statement, not the standard academic verification.
- Forgetting HPI is non-extendable. The 2 or 3 years is your maximum unless you switch. Have a switch plan from day one, usually Skilled Worker after finding a sponsored role or Global Talent if you build the endorsement record during HPI.
- Underestimating the IHS upfront cost. Β£2,070 for 2 years or Β£3,105 for 3 years is paid in full at application. Non-refundable if you leave early.
- Treating diploma-only programmes as qualifying. HPI requires the equivalent of a UK bachelor's or higher. Diplomas and shorter qualifications generally don't qualify.

Frequently asked
Which universities qualify for HPI?
Universities on the UK Home Office Global Universities List for your graduation year. The list draws from QS, Times Higher Education, and ARWU rankings, universities in the top 50 of at least two of those three rankings make the list. About 30-50 universities qualify per year, including most obvious names: Oxford, Cambridge, MIT, Stanford, Harvard, Caltech, ETH Zurich, EPFL, NUS, Tsinghua, Peking, Tokyo, KAIST, and many more.
Can I extend HPI?
No. HPI is a single non-extendable grant of 2 or 3 years. Before expiry you must switch to another visa category or leave the UK. Common switches: Skilled Worker (with a sponsored job offer), Global Talent (if you've built the endorsement record), Innovator Founder (if you're building a business).
How long is HPI?
Two years for bachelor's and master's graduates; three years for PhD graduates. The duration is set at grant, no extensions.
Can my family come with me?
Yes. Spouse/partner and dependent children can apply as dependants with full work and study rights. Each dependant has separate fees and IHS payments.
What if my university isn't on the list?
You don't qualify for HPI. Even strong universities can be off the list (e.g., LSE is sometimes off, depending on ranking year). Check the actual list for your graduation year. If you don't qualify, look at Graduate visa (if you studied in the UK), Skilled Worker (if you have an offer), or Global Talent.
Can I start a company on HPI?
Yes. HPI doesn't restrict you from any lawful work, including setting up your own business. Many HPI holders use the time to bootstrap a startup, then switch to Innovator Founder or Global Talent before HPI expires.
Do I need to find a job before applying for HPI?
No. HPI is unsponsored, you apply with no offer needed. The whole point is that you have 2-3 years to find work, build a business, or test the UK market with no employer constraint.
